There is no bad intent on our part to close the votes on an idea that is considered outside of our plans. This is to avoid having too many ideas that are proposed for comments and votes by users, and thus avoid taking up their time.
A suggestion is not classified as "no plan" without careful consideration. When an idea is relevant but cannot be considered immediately, it is put in the "Future consideration" status, and votes are of course allowed in this case.
